Dr. Moise Bigirimana
Acting Executive Director for Financial Sector Development & Conduct Directorate, National Bank of Rwanda
Dr. Moise serves as the Acting Executive Director of the Financial Sector Development and Conduct Directorate at the Central Bank of Rwanda. In this capacity, he provides strategic leadership and oversight across several core pillars of Rwanda’s financial sector architecture. His mandate spans the national payment system, financial inclusion with a strong focus on education and innovation, financial sector conduct supervision, and the supervision of non‑bank financial institutions.
In his role, Dr. Moise works to advance a safe, inclusive, innovative, and well‑regulated financial ecosystem that supports Rwanda’s broader economic transformation agenda. His leadership contributes to strengthening regulatory frameworks, promoting responsible market conduct, and ensuring that financial services remain accessible, efficient, and contributing to improvements of financial wellbeing in Rwanda.
