Chief Executive Officer, ICPAR (Institute of Certified Public Accountants of Rwanda)
Mr. Amin is a visionary and results-driven C-suite executive with over 10 years of experience leading and transforming institutions across the public and private sectors. Since becoming the Chief Executive Officer of the Institute of Certified Public Accountants of Rwanda (ICPAR) in 2017, he has spearheaded groundbreaking reforms that have redefined Rwanda’s accountancy profession. Under his leadership, ICPAR has launched the cutting-edge CPFM program, revised the CPA and CAT qualifications, secured full IFAC membership, and established a permanent home for the Institute.
A champion of innovation and digital transformation, Amin has expanded ICPAR’s global influence through bold partnerships with international and regional PAOs, positioning Rwanda as a rising leader on the global accountancy stage. Beyond ICPAR, he serves as a Technical Advisor on the IFAC PAO Development Advisory Group and the PAFA Board, and sits on several boards as a non-executive director.
An international development expert, Amin brings over 13 years of experience in managing large-scale, internally and externally funded reform programs. His public sector work has focused on public financial management reforms, including planning, budgeting, fiscal decentralization, procurement, and governance. He has managed more than 10 Public Expenditure and Financial Accountability (PEFA) assessments and other diagnostics such as FRA, CPIA, TADAT, and DEMPA.
Throughout his career, Amin has successfully managed projects funded by global partners such as the World Bank, EU, DFID, KfW, GIZ, AfDB, Enabel, and SIDA. He has also contributed to the development of national, institutional, and sectoral strategies, while sharing his knowledge as a lecturer and motivational speaker. Passionate about organizational growth and sustainability, Amin continues to inspire transformation and excellence across Africa’s accountancy landscape.
