James Mutua Mabuti is the Africa Head of Regulatory Affairs and Licensing at Tether, where he leads regulatory engagements and licensing strategy across the continent, working closely with policymakers, regulators, and industry stakeholders in shaping the future of digital assets regulation in Africa. Prior to joining Tether, Mr. Mutua served at the Parliament of Kenya where he had the privilege of drafting and advising the Kenya's Parliament on its consideration and passage of the Virtual Asset Service Providers Act, 2025, which is now the effective Law seeking to govern and regulate Virtual Asset Activity in Kenya.
His deep interest in Virtual Assets and the Crypto industry stems from his graduate degree at New York University (NYU) where he had the privilege of interacting with the original blockchain architects, an experience that deeply shaped his understanding of decentralized systems, their transformative potential, and the regulatory frameworks required to responsibly harness innovation. James brings a rare blend of legislative experience, regulatory strategy, and technical appreciation of blockchain systems to discussions on stablecoins, central bank digital currencies, and the future of digital finance in emerging markets.
