Bernard Nsengiyumva

Acting Executive Director, Financial Stability Directorate, National Bank of Rwanda

Bernard R. Nsengiyumva is a senior legal and financial sector policy professional with over a decade of experience in financial regulation and sector reform. He is recognized for his role in strengthening Rwanda’s financial regulatory framework and advancing financial stability and responsible innovation.

He currently serves as Acting Executive Director, Financial Stability Directorate at the National Bank of Rwanda (BNR), where he oversees prudential supervision across the banking, insurance, pensions, and microfinance sectors. He is also a member of BNR’s Monetary Policy Committee and Financial Stability Committee.

He has spearheaded major initiatives such as the establishment the Deposit Guarantee Fund, and the regulatory sandbox framework, and has championed sustainable finance reforms integrating climate and ESG considerations into supervision.
Bernard holds a Master’s degree in Business Law and is widely respected for his strategic judgement and contribution to financial sector resilience and regulatory modernization
