Sharon Umunyana is a Rwandan digital public infrastructure practitioner working at the intersection of policy, technology, and citizen experience.

She serves as Director of the Center for Digital Public Infrastructure at the Rwanda Information Society Authority (RISA), where she leads the development of foundational national systems, including inclusive digital payments and sector digitization initiatives.

Her work is grounded in the belief that public infrastructure should make life easier for citizens. She focuses on turning national ambition into practical systems that function reliably, scale sustainably, and improve how people access services and participate in the economy.

With over a decade of experience in digital systems and financial inclusion, she brings a strong implementation lens to global DPI conversations, grounded in what it takes to design, build, and sustain public infrastructure that delivers real value to citizens.
