Dr Sahr Kpundeh

Country Manager, World Bank

Dr. Sahr Kpundeh was appointed World Bank Country Manager for Rwanda, effective September 1, 2023, and is based in Kigali. He has held several Managerial positions at the Bank including Country Manager for Zambia based in Lusaka (2019- 2023), Country Manager for South Sudan based in Juba (2015-2019), Lead Regional Strategy Specialist in the World Bank Governance Global Practice; and Regional Adviser for Governance and Anti-Corruption (GAC) in the Africa Region’s Core Operational Services Unit. He has authored articles on governance and anti-corruption as well as edited several books and monographs. His published books and monographs include the following: Building State Capacity in Africa: New Approaches, Emerging Lessons (World Bank, 2004); Politics and Corruption in Africa: A Case Study of Sierra Leone (University Press of America, 1995); USAID Handbook for Fighting Corruption (USAID Technical Publication Series, 1998); Corruption and Integrity Improvement Initiatives in Developing Countries (UNDP/OECD, 1998); Curbing Corruption: Toward a Model for Building National Integrity (1999, The World Bank). Prior to joining the Bank, Dr. Kpundeh was Senior Research Associate at the National Academy of Sciences in Washington D.C., where he led work on Democratization, including editing a book entitled; Democratization in Africa: African Views, African Voices (National Academy Press, 1992). Dr. Kpundeh received his Ph.D. and master’s degrees from Howard University in Washington, D.C., with concentration in African Political Systems, Political Economy, and International Relations. He is a US Citizen and a national of Sierra Leone.
