Josephine Mukesha is the Director General of Rwanda's National Identification Agency (NIDA), where she leads the country's civil registration, National population registry systems, and digital identity transformation. With over 19 years of experience spanning database management, information systems, and strategic leadership, she has played a central role in the modernisation of Rwanda's Civil Registration and Vital Statistics system and currently the rollout of the country's Single Digital Identity project.
Active across the African continent, Josephine chairs the African eCRVS Shared Asset (ACSA) Advisory Board and serves as Rwanda's ambassador to the ID4Africa movement, advocating for inclusive and robust identification systems across Africa. She is sits at the Advisory Credit Reporting Council at the National Bank of Rwanda.
Josephine holds a Master's degree in Information Technology from Carnegie Mellon University and has contributed to advancing digital innovation and inclusive development in the public sector.
