Teddy MUGABO’S Biography

Teddy Mugabo is a leading figure in climate finance and environmental sustainability, currently serving as the first female Chief Executive Officer of the Rwanda Green Fund (FONERWA); Rwanda’s flagship financing vehicle for mobilizing and catalyzing climate finance to support green and resilient development.
Since its establishment, the Fund has mobilized over USD 365 million, with USD 177 million raised under her leadership, positioning Rwanda as a continental pioneer in sustainable finance.

She has led the development of Ireme Invest, Rwanda’s first blended finance facility for climate action, established in partnership with the Development Bank of Rwanda. Today, capitalized at USD 260 million, the facility serves as a catalytic platform for mobilizing private sector investment in green and inclusive growth.

Under her leadership, the Fund has significantly expanded its partnerships with bilateral and multilateral institutions, including the Green Climate Fund (GCF), Climate Investment Funds (CIFs), and leading development partners, while increasingly leveraging private sector capital through innovative financing models.

Teddy holds an MSc in Climate Change and Development from the University of Sussex and is an Eisenhower Fellow as well as a Three Cairns Fellow for the Environment at Yale University.
