Antoine SEBERA is the Chief Executive Officer (CEO) of the Rwanda Information Society Authority (RISA), a government agency under the Ministry of ICT and Innovation. RISA is responsible for the planning, coordination, and implementation of Rwanda’s national ICT strategies and transformative digital initiatives.
Before his current role, Mr. Sebera served as Government Chief Innovation Officer (GCINO) at RISA, where he led strategic digital transformation projects across various government sectors. In this capacity, he played a key role in fostering innovation and accelerating the adoption of emerging digital technologies to improve public service delivery and drive inclusive development.
With over 21 years of experience in Information and Communication Technologies (ICT), Mr. Sebera has worked across government, private sector, and academia. His career spans roles in technology leadership, digital consulting, project management, and business strategy, both in Rwanda and South Korea. He has successfully lead diverse, multidisciplinary teams to impactful ICT solutions in multicultural environments.
A passionate advocate for ICT for development, Mr. Sebera holds a Master of Science in Computer Science and Software Engineering from the University of Rwanda. His work continues to shape Rwanda’s digital transformation journey and contribute to the broader vision of a knowledge-based economy.
