Noella Dushime Kajeneri

Noella Dushime Kajeneri is an impact-driven executive with a strong track record of scaling technology for public good across Africa. She currently serves as Head of Global Partnerships at Proto, a leading sovereign AI infrastructure company enabling governments and regulatory institutions to deliver inclusive, multilingual, and citizen-centric services.

In this role, Noella leads Proto’s expansion across the continent, driving digital transformation in both the public and financial sectors through AI-powered citizen engagement and consumer protection platforms. She works closely with central banks, government ministries, and development partners to strengthen trust, transparency, and responsiveness in service delivery.

Previously, Noella was Director of Business and Partnerships at Irembo, Rwanda’s pioneering GovTech company. There, she led the digitization of over 100 government services, advancing the country’s vision of a “zero trip, zero paper” public service experience. She also spearheaded Irembo’s expansion into the private sector and new African markets, positioning the platform as a trusted digital gateway for citizens and institutions.

Earlier in her career, Noella served as Country Manager for ITM Africa in Tanzania, where she successfully launched operations, built strategic partnerships, and scaled the company’s
market presence.

She is deeply passionate about leveraging inclusive technology to empower communities and
strengthen the bridge between governments, citizens, and institutions across Africa.
