Keynote Address: Aligning Regulators and Investors for Infrastructure Scale-up

This keynote will outline Rwanda’s strategic vision for building an open, secure, and inclusive financial ecosystem that positions the country and Africa more broadly within the global digital economy. It will highlight how strong public policy, digital public infrastructure, and forward-looking regulation are enabling innovation across fintech, payments, and digital financial services while expanding financial inclusion for individuals and businesses. The remarks will also emphasize the importance of partnerships between governments, financial institutions, technology innovators, and global investors to create interoperable and trusted financial systems. By strengthening the foundations for open finance, Rwanda aims to support cross-border trade, unlock new sources of capital, and connect African fintech innovation to global markets setting the stage for deeper discussion in the following panel on how open finance ecosystems can drive Africa’s next phase of financial and economic integration.
